After the disastrous outcome of J-Cell's Operation FLINTSTONE, agent BERNARD opted to isolate J-Cell from the wider organization and entrust the coverup to F-Cell, whose agents had already encountered the threat J-Cell unwittingly stirred by killing businessman and occult collector Onishi Nori.
Foxtrot-Cell operates on the American Pacific Coast and the Hawai'i archipelago. The current Agents and Friendlies (player characters) making up the Cell are:
- Agent FJORD (Maya Kai): SAIC (Science Applications International Corporation) Oceanographer, age 34. Initially hired as an accountant by the corporation, she discovered a plot by her boss to embezzle state funds. Using this knowledge, she blackmailed her superiors into moving her to her dream job (and chosen field of study) as an oceanographer.
- Agent FRIDAY (Doug Stenton): Coast Guard, age 27. Served with the Marines, two tours in Iraq. He was part of a squad that committed atrocities against civilian targets in Fallujah. Traumatized by the events and disillusioned, he engineered a training accident that got him dismissed. Now works search & rescue with the Coast Guard in Hawai'i.
- Jolene Sawamura, Friendly: Served six years in the Navy, now works as a smuggler for Hawaiian drug kingpin Ray Kahue. Age 30. As a Delta Green Friendly, she manages a green box in the Honolulu Harbor and keeps tabs on all illicit cargo that moves through Hawai'i.
- Vincent Collyer, Friendly: Former Green Beret, now "demolitions specialist", age 26. During a joint operation with Peruvian armed forces and law enforcement against cartel activity, he was stranded in the Amazon with a pack of dangerous parasitic organisms. The only other survivor of the event was a Delta Green agent, who shortly thereafter recruited Vincent into the Group. Since then, Vincent has become affiliated with an extremist anti-government militia group, and Delta Green is wary of bringing him in as a full agent.
Agent FILIGREE (non-player character) is their cell leader. FILIGREE is a Foreign Service Officer with the State Department's EAP Bureau, who has spent time at U.S. embassies and consulates in China, Taiwan, Singapore and Indonesia. In the past, he has been able to cover up for international operations of moderate scope, and he is rather skilled at recruiting and cultivating agents, assets and friendlies. He appears kind and empathetic, and is generally opposed to violent resolutions to problems, considering them immoral, as well messy and chaotic. While he is hard to read and maintains a veneer of controlled calm, a couple of the Agents have come to suspect there's something that haunts him profoundly about his past involvement with Delta Green. It's just something about his eyes.
OPERATIONAL HISTORY
While some of the Agents were contacted or recruited by the Group years ago, F-Cell's current makeup is so recent that they have yet to properly undertake an Operation together. They came close to it in 2005, when Sawamura and FRIDAY, separately, picked up on something weird about a shipment going through Honolulu: several kilos of solid gold, sculpted in strange twisting shapes and patterns resembling marine animals. After FILIGREE learned of this, he thoroughly searched for the gold's origins. Though his findings weren't shared, he had FJORD sort through seafloor maps for a huge stretch of ocean surrounding Hawai'i. She found some abnormal formations near an unnamed islet, which seemed almost human-made. Collyer was contacted to create an IED, which FRIDAY delivered to the islet. The Agents barely interacted with each other and had no idea of their operation's scope or purpose. Things are about to get real for them, however.
